The forms it does take can usually be written off as the brain finding patterns where none exist, that the tree or carpet appear to have faces only because you looked hard enough.

The Sockpuppet cannot tread the Histories without tearing them asunder. When it’s curiosity is tempted most, it will cast its eye to the world below. We likely cannot hope to attract that, but with the right temptations and a great deal of Lantern, we may call down a reflection of one of those eyes.
A blinding white slowly replaces the light, turning the slightest shadows to sunspots. As the growing contrast overtakes the room, something that is not quite a shadow winks at us. When the world we know returns, we know we are watched.
